The Director of Data Engineering

is responsible for leading our data engineering team and overseeing the development and management of our data infrastructure. This role will be a key player in rationalizing our data strategy and architecture, implementing, evolving, and maintaining them to ensure our data is secure, relevant, available, accurate and enabling the operational and strategic needs of the company. The leader must have a comprehensive background including most aspects of system architecture, data modeling, data migration and management, security, application development, and other skills required to build, deliver, improve, maintain, and operate a comprehensive data environment.  The role will support the organization by identifying data strategies with a focus on implementing innovative data architectures and integration methodologies, advising and informing leadership of technology solutions that can best maximize business value and establish the strategic data frameworks for success. The leader manages a high-performing team of data experts, provides servant leadership, creates opportunities to enhance the skill-sets of the team, and oversees the implementation of our data solutions to underscore the company’s operational success and growth.

What you’ll do

Serve as thought-leader and decision-maker related to solution architecture to anchor reliable and forward-looking capabilities. In essence, serve and act as “product owner” for our technological solution assets from a place of architectural expertise.

Build and lead high-performing, diverse, mission-driven teams in the Acquisition/Ingestion and Data Warehouse/Repository domains. Develop and manage the engineering teams providing mentorship, feedback, and professional development opportunities.  Build internal expertise in cloud architectures, data security, data lake and associated analytical tools or applications.

Oversee the solution development, quality assurance, and delivery functions to build and maintain market leading and scalable capability, including leading the implementation for processes, ceremonies, and tools to drive and maximize business alignment, value, cost-effectiveness, quality, throughput, and architectural evolution.

Drive the requirements definition, development, release management and project management activities as part of Quantum’s holistic software/solution delivery lifecycle process.

Oversee data acquisition and ingestion engineering to ensure that the required solutions support the day-to-day operational activities, including the development & implementation of data pipelines to integrate data from various sources into our data warehouse and the design & implementation of data architecture and data modeling to support data analysis and reporting.

Manage and optimize our data storage and processing systems as part of solutioning and implementation related to performance and economics. In partnership with data operations and finance teammates, ensure solutions are meeting performance SLAs and cost expectations, respectively, engaging remediations as necessary.

Work with our data analytics team to ensure that data is available for reporting and analysis.

For initiatives aligned to the solution center, explicitly lead implementation teams of engineers in the design, development, and project management of not only the data infrastructure component of the solution but also for the holistic technology scope.

Manage a wide range of overlapping projects, set budgets, schedules and milestones for the data team to meet aggressive business deliverables in a timely fashion.

Align and optimize processes and the throughput of the teams of the best applied methodology to deliver highest value enhancements in rapid cycle time.

Work with vendors and partners, negotiate deals that serve and protect Quantum's best and long-term data interests.

Responsible for design/code reviews and mentoring development teams on new skills and the latest technologies.

Support change management processes to manage development or configuration releases and patching.

Provide effective resolution for escalated data related issues with our customers/data partners.

Provide oversight and management of the department expenses and budget planning.

Contemplate and activate implementing data assets in the Cloud including but not limited to Data Lake, Data Warehouses and other Cloud storage mechanisms.

Develop means to attain continuous and deep understanding of the various stakeholder needs and experiences in order to identify and close gaps in our current architecture and solution portfolio.

Collaborate with partnering teams, such as operations, product, client onboarding, application development, and executive stakeholders to identify & prioritize data needs & requirements to establish roadmaps that drive value and enable profitable growth in a manner that unlocks and maximizes capabilities from our technology solutions/assets and forward-looking architecture.

Participate in the development of our overall IT strategy, bringing collaborative work across business and technology teams to ensure alignment between business solutions and data / systems architecture relating to our data processes, tools and analytics technology adoption.

In partnership with the data governance teammates, ensure developed and implemented data governance policies and procedures that underscore the accuracy and security of our data is met through engineered solutions.

Leverage pipelining, infrastructure as code and CI/CD to empower engineering teams, delivery solutions at speed and create secure & high-quality systems.

Ensure the end-user experiences meets or exceeds requirements or expectations by employing progressive UX techniques, engaging solution prototyping and feedback, conducting pilots, using a/b testing and partnering with best of breed solutions, where applicable.

In concert with department mechanisms, implement communication tactics, such as a wiki, team site or centralized depot, that relays information related to training/education, release planning/notes, status, intake, etc. in a manner that is accessible, searchable, and intuitive for digestion.

Monitor solution utilization and satisfaction metrics to identify continuous improvement opportunities.

Own the Vision for the Data Engineering capability

Maintain leading-edge professional and technical knowledge by attending workshops, reviewing professional publications, establishing personal networks, participating in professional societies, or otherwise keeping a pulse on cutting-edge technologies and the ever-changing data and technology landscape.

Keep up-to-date with emerging trends in data engineering and provide recommendations for new tools and technologies to improve our data infrastructure.

Maintain a roadmap for how Quantum’s solution architecture can/will leverage emerging capabilities and when.

Collaborate with stakeholders across the enterprise to harvest continuous needs/demands, evolution, and adoption/realization of capabilities.

What you’ll bring

Bachelor's degree in the field of Information Technology, Computer Science, Engineering, Mathematics, Statistics, Data Analytics or other related field. Graduate degree preferred.

10 years of experience in data engineering, with at least 5 years in a leadership role supporting a scalable end-to-end architecture.

At least 4 years of experience with Cloud Databases, Snowflake, NoSQL Databases, Streaming Data (preferably in the AWS Cloud environment).

Advanced certifications in Cloud / Big Data to strategically position data as an enterprise asset and supporting ongoing insights adoption for an always fresh, forward-thinking operational mindset.

Experience leading cloud migration projects, Data Lake implementations on one or more highly distributed / massively parallel systems (such as Hadoop, AWS or Azure), including supporting a hybrid environment in the time before reference, scalable, and cloud-based architecture fully achieved.

Experience implementing data solutions to enable the organization unlock insights on structured and unstructured data sets.

Familiarity with cloud data encryption, tokenization to protect data at rest and in-motion.

Familiarity with modern AI / ML technologies to be able to “connect the dots” using various cloud native services.

Maintains in-depth knowledge of data best practices, technologies, architectures and emerging data technologies along with their potential application to existing or future offerings.

5 years of experience in a healthcare data engineering environment strongly preferred.

Familiarity with business-to-business Business Process Optimization (i.e. call center and omnichannel) operations in the healthcare industry and Medical and Pharmaceutical Claims adjudication processes strongly preferred.

Deep understanding of standardization, integration and error handling with data integration processes.

Ability to accurately develop data integration and data repository build components of a solution.

A thought-leading, outside-the-box change catalyst who consistently strives for best possible outcomes and who leads by example to push innovative solutions in the data & analytics space.

Strong listening, consultative, mentoring, coaching skills, communication and influencing skills towards being an evangelist to help Quantum Health become more sophisticated in its use of data and helping create a data-informed culture. Experience effectively interacting with and influencing C-Suite level leadership. Ability to communicate technical concepts to non-technical stakeholders.

Excellent analytical, problem solving and troubleshooting abilities.

Strong project management skills and experience leading cross-functional teams.
