Job Description:
The Project Manager will plan, execute and control Capital and Expense Projects at Shell's Convent Refinery.
Accountabilities;
The Project Manager has the primary responsibility for execution of Downstream Capital Projects from front end development (Assess, Select & Define phases) to detailed design and construction (Execute phase) including procurement, cost control and schedule management.
Accountable for delivering projects safely.
Manages wide variety of simultaneous projects with competing priorities in various execution phases across multiple manufacturing processes in the refining complex.
Develops project scopes in collaboration with operations, process engineering and discipline representatives.
Facilitates project meetings to develop and review project scope, design criteria and discipline drawings.
Oversees engineering execution utilizing either on-site design staff or local Engineering companies.
Responsible for coordination with Shell Global Services regarding Project Assurance and Technical Assurance activities, and with Shell Corporate for legal, environmental and other project activities.
Drives the approval by the appropriate technical authority of equipment specification and drawings.
Works with Project Controls department to develop project cost estimates and schedules for each phase and for final funding
Accountable for meeting project cost and schedule requirements
Maintains budgets and schedule forecast with assistance from project controls.
Works with site and corporate procurement to develop/implement a procurement strategy for each project
Assists with development of equipment and material bid specification, bid evaluation and selection.
Ensures delivery of specified equipment by facilitating shop inspections and factory acceptance testing.
Works with IPA (external benchmarking) to review and score projects against the specified criteria at multiple phases depending on the size/complexity of the project.
Through a support role, coordinates with Shell Construction personnel and Contractors to assure that field activities are completed safely, on time, within budget and in accordance with the design requirements.
Sets the expectations for construction contractors by spending time in the field.
Assist with mechanical start-up plans and procedures, provides technical support during start-up, supports training activities and assures documentation and knowledge transfer.
Provides appropriate files to maintenance and operations for record keeping.
Creates or assembles all documents for project closure.
Closes project financial accounts.

Requirements:
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor's degree in Mechanical, Civil, Electrical, or Chemical Engineering
At least five (5) years of practical work experience in a refinery or chemical plant.
With three (3) years experience in a Project Engineering or similar maintenance engineering role.
PMI PMP certificate is a plus.
Comprehensive practical working knowledge of refinery or chemical manufacturing plant processes, equipment, industry standards and general project execution procedures required.
Knowledge of Shell Design and Engineering Practice (design standards) is an advantage.
TWIC Card is a must or ability to get one.
