The Expert Programmer will code programs and analyze data to meet reporting requirements including data extracts, daily and weekly summary counts, and ad hoc reports. The Expert Programmer will provide exception reports to identify data anomalies that may indicate a reporting error. The Expert Programmer will interface with DOH Program staff to determine appropriate follow-up activities to resolve data discrepancies. The Expert Programmer will provide support for school reporting data issues and/or data corrections using tools developed for this purpose. The Expert Programmer will assist with analyzing large data sets, manipulating and loading data and applying critical thinking skills to reporting duties.

These efforts will assist in data integrity efforts supporting the daily data refresh of the COVID-19 Report Card The consultant must have considerable experience in designing and implementing advanced analytics and predictive modeling in a healthcare or governmental setting. He/she is responsible for the ongoing support and enhancements for the SAS data mining tool to be implemented inclusive of SAS Base coding, the development of code to support the reporting needs of the application using tools such as SAS and SQL scripts, and data management using ETL methods. The consultant will support ongoing data mining and quality needs of the School Survey Team and other duties as assigned.

Expert (84 Months) - Candidate is able to provide guidance to large teams and/or has extensive industry experience and is considered at the top of his/her field.

84 months experience implementing advanced analytics and predictive modeling, data profiling, and programming experience (e.g., math, statistics, and quantitative methods) in a healthcare environment.

84 months experience using Base SAS, SAS/Macros, and SAS Enterprise Guide on both Windows and Unix/Linux operating systems

60 months of data modeling experience using data toolkits like Python or R

60 months of data visualization experience in a cloud environment using AWS Quick sight, Google Data Studio, and/or Tableau.

60 months experience with relational and multi- dimensional databases and data management tools like Oracle and BigQuery.

36 months developing and performing quality testing, with the ability to identify data quality issues at the business level and support the creation of data quality rules

Bachelor's degree or higher in mathematics, statistics, engineering, operations research, public health, computer science, data mining, predicative modeling, machine learning, artificial intelligence, bioinformatics, or computational biology. A copy of the degree must be submitted with the Candidate
