Job Description:

The Lead Investigation Engineer is a critical position serving as the site focal point for the incident investigation process as well as the Learning From Incidents (LFI) process. This is a key role as it supports the Martinez site in learning from local as well as global incidents thereby supporting world class safety performance and improving business performance of the site.

At Martinez the incident investigation process collaborates with the USW and utilizes TOP methodology and other root cause analysis techniques. An important part of the Lead Investigation Engineer role is to collaborate with the USW TOP representative in managing the site Incident Investigation process.

The specific responsibilities of the Lead Investigation Engineer are:

Coaching & mentoring of sponsors, investigators & facilitators throughout all phases of the Incident Investigation process (Discovery, Learning, Action)

Facilitation of learning sessions & solution development efforts

Managing the skill pool of facilitators/investigators that are available and able to do the work & train new investigators on the site investigation methodology

Facilitation of investigations that need to meet specialized Regulatory requirements

Understanding the federal, state and county PSM regulations on incident investigation and making sure that these are followed

Maintain and improve the site incident investigation process to ensure it provides maximum benefit for the site

Maintain the library of incident investigation reports.

Maintain and improve the site process for evaluating LFIs, sharing learnings within their site, and assuring that applicable actions are taken to mitigate the risks identified by LFIs.

Support sponsor and investigation teams in rolling out learnings from site incidents to the appropriate people at Martinez using different methods such as bulletins, videos, and face to face sessions, etc.

Evaluate external events and determine how to communicate learnings to the site.

Perform health checks and process effectiveness reviews.

As time permits, the Lead Investigation Engineer will also be asked to contribute to other Process Safety Programs such as education on Process Safety Fundamentals & barrier thinking, training, Hazard Analysis, MOC & incident classification.

Dimensions:

The Lead Investigation Engineer will report to the Technical Safety Supervisor and will be an integral member of the Safety Department.

This role will work with all levels of the Site Organization so will need to be able to influence Top Management through line personnel. The site Lead Investigation Engineer must be capable of effectively communicating in various written and verbal forums to support learning across the site. The role must also have strong organizational ability and ability to translate regulations into working, fit for purpose programs.

This role provides mentoring to the line organization and staff on incident investigation and learning from incidents, and occasionally on risk analysis, barrier thinking and PSM standards and requirements.

By execution of these accountabilities it is expected that the successful candidate will contribute to bringing world class process safety performance to the Martinez refinery.

Requirements:

Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.

Bachelor of Science in Engineering preferred or other applicable scientific degree with applicable experience.

Minimum of five (5) years of industrial experience preferably in refineries or other complex continuous process industries

Formal training in root cause analysis techniques is highly desirable.

Strong root cause analysis skills and experience in facilitation of investigations are a requirement.

Additional experience in process safety, such as Process Hazard Analysis (PHA), Layers of Protection Analysis (LOPA), and Management of Change (MOC) is desired. Ability to develop this experience in the role would also be considered.

Ability to establish rapport with a team and focus them to conduct efficient and thorough investigations.

Credibility across entire organization.

Able to influence change and to promote safety programs

Ability to interpret Regulations and Programs and help develop fit for purpose solutions to meet requirements.

Effective communication and influencing of site leadership to address safety weaknesses even when unpopular
