SUMMARY
Paragon Professional Services, LLC, a subsidiary of Bering Straits Native Corporation, is currently seeking a competent and experienced Senior Program Manager to support complex environmental investigation and remediation projects in Alaska.
ESSENTIAL DUTIES & RESPONSIBILITIES

Oversee the development and implementation of contracts.
Be responsible for overall management of project tasks and quality control.
Serve as the primary point-of-contact for contract issues, maintaining direct contact with clients, customers, regulators and other project stakeholders.
Meet schedule performance and financial objectives by tracking and forecasting project progress and requirements.
Prepare project submittals, work plans and reports.
Ensure safe work practices for field crews.
Verify technical quality of work.
Manage subcontractors and teaming agreements.
QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications
Bachelor’s Degree in: Engineering, environmental engineering, architecture, construction management, environmental construction management, or other related field.
Minimum of ten (10) years’ experience in a Program Manager role, with a minimum of seven (7) years’ managing construction or environmental remediation/construction programs.
Minimum of three (3) years’ DOD construction or environmental remediation/construction experience.
Working knowledge of applicable federal, state and local laws, regulations, standards and codes.
Experience working on remote Alaska projects
Current professional registration (PE, PG, PMP)
Previous experience working with the FUDS, Army , Air Force IRP, or other Federal agencies
Knowledge, Skills, Abilities, and Other Characteristics
Knowledge of workplace safety requirements and procedures.
Knowledge of equipment maintenance and storage.
Experience working on contaminated sites involving but not limited to environmental investigation and remediation projects.
Ability to work in a wide variety of environments in remote Alaska at all times of the year including during winter weather conditions
PHYSICAL REQUIREMENTS

Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; most of time is spent sitting in a comfortable position with frequent opportunity to move about.
In addition, the candidate should have the physical ability to work outside the office environment for extended periods involving exposure to the elements with weather that will include extreme heat, walking over rough and uneven surfaces, climbing, stooping, bending, and routine lifting of up to 50 pounds.
The ability to properly use personnel protective equipment (PPE) including the required use at all times of hard hats, steel toed boots, eye protection, and hearing protection.
WORK ENVIRONMENT

Job may be performed outdoors with almost constant exposure to conditions such as wind, snow, rain and/or other conditions such as fumes, smoke, and /or loud noises.

ADDITIONAL QUALIFYING FACTORS
As a condition of employment, a successful candidate will be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military bases and installations.
