Job Purpose
Applies expertise in the field of Engineering Safety (System Safety) which is deployed in the analysis and resolution of complex technical problems, providing authoritative technical or functional leadership, advice and expertise to internal and external stakeholders.
Key Accountabilities
1. Implements staff resource management policies and procedures to ensure that ongoing capability is maintained and improved through the optimisation of staff utilisation and enabling of continuous professional development
2. Undertakes line management of staff, ensuring performance and motivation is managed to ensure successful outcomes
3. Leads the development and implementation of medium complexity engineering solutions within /ss their System Safety discipline , through the provision of subject matter expertise or management of System Safety personnel and interfacing with engineering and operational personnel
4. Provides internal stakeholders with appropriate challenge and professional advice to ensure the development or delivery of high quality, tested engineering solutions
5. Represents TfL Engineering as a System Safety expert when engaging with suppliers, customers, industry bodies and external agencies, identifying and influencing best practice to enable continuous improvement across TfL
6. Makes authoritative technical recommendations which have a medium impact on organisational performance in both the short and longer term
7. Evaluates, selects and applies appropriate solutions to medium risk / value / complexity engineering problems that improve efficiency or effectiveness, while improving safety and reducing operating costs.
8. Acts as Delegated Standards Technical Authority (where assigned), reviewing or maintaining technical or functional strategies, standards and governance for System Safety , taking into account cost, risk and quality requirements as specified by the business
9. Leads a culture of continuous improvement through the identification of best practice, innovation, whole life cost optimisation and effective root cause analysis
Key interfaces
(1) Directly reports to the Head of System Safety and Technical Assurance to provides assistance and receive technical direction as directed. (2) Heads of Engineering - to understand their current and future resourcing needs and obtain feedback on employee performance. (3) Heads of Profession – for any necessary escalation of staffing or technical issues (4) Head of Resource & Capability Planning - to understand and inform ongoing resource management decision making (5) HR - for ad-hoc support during the employee lifecycle. (6) Regulatory / Industry bodies, Academia and Suppliers – to influence and gain knowledge of standards, legislation, best practice and innovation. (7) Contracted Services - Managing the deliverables from engineering consultancies (8) HSE - to agree the approach to the management of asset, customer and workforce safety
(9) TfL Operational Units - to support the safety, reliability and performance of the Transport Network (10) Sponsors - to understand their outcome requirements. (10) Project Managers - providing engineering services to a project
Knowledge
-Good record of continuing professional development and contribution to the knowledge base of the profession
• Good understanding of System Safety engineering processes.
• Good understanding of safety tools and techniques to carry out safety risk assessments.
• Knowledge of relevant TfL, British and International standards
• Knowledge of the TfL business, its obligations and priorities
• Knowledge of engineering safety management and its application within the railway environment
Skills
Ability to represent TfL’s interests with external parties e.g. railways, standards bodies, regulators
• High level of integrity
• Highly developed ability to act on own initiative
• Highly motivated, with a real passion for personal development
Experience
Extensive experience of system safety engineering and its practical application to high value programmes.
• Extensive experience of personal responsibility for providing professional safety engineering support to major/ projects and maintenance organisation(s), where there are complex interfaces.
