The Production Team Support Engineer (PTSE) provides coordination, leadership, design, and technical support within the Production Team through problem solving, small project execution, threat identification, management of change, and other engineering support to Operations, Maintenance, and Turnaround organizations.

This position reports administratively to the Reliability Team Lead, but receives functional work direction from the Production Unit Manager(s) of the assigned area(s).

Accountabilities:

Deliver Personal and Process Safety, Reliability, Product Quality, Turnaround, Cost and Margin performance within site goals.

Ensure personal and process safety aspects of plant changes are considered during the design phase.

Actively participate in personal and process safety critical activities throughout the site, such as permit audits, PHA’s, etc.

Assist, scope, facilitate and lead the design and implementation of small, single and multi-discipline projects related to safety, process safety, environmental, production threats and/or energy improvements.

Provide on demand support for management of change (MOCs) for urgent activities which affect plant availability

Ensure designs, field installations, and repairs meet Shell and applicable external engineering standards.

Ensure delivery and effective cost management of annual Non-routine maintenance (NRM) activity slate by functioning as the NRM Site Focal Point ($4-5MM budget).

Facilitate and lead bi-weekly Production Team meetings consisting of Operations, Maintenance and Engineering representatives where bad actors and production threats are identified, risk-ranked and prioritized to determine which can be addressed in the short term (30-90 days) vs those that will require a longer-term approach that requires higher levels of funding and resourcing.

Develop detailed design packages for field execution while accomplishing plant changes within the Management of Change (MOC) work process.

Coordinate with the site Reliability Team Lead to ensure longer-term threats are captured and risk-scored properly in the site Manage Threats and Opportunities (MTO) database.

Bad actor reactive maintenance analysis to prioritize list based on largest impacts.

Participate in Reliability Centered Maintenance (RCM) studies and other related activities as required.

Lead or participate in Level 1, 2, or 3 investigations. The PTSE will obtain Level 2 facilitation certification (Causal Investigation).

In the event of a significant unit incident, assist in damage assessment, recovery efforts, or investigation. Coordinate efforts between operations, maintenance, investigation teams, and engineering disciplines. Expected to be a leader in developing and coordinating the asset recovery efforts to minimize time to repair.

Participate in Turnaround processes such as scope development, work package completion, engineering support, execution support, post T/A learning.

Facilitate Turnaround System Sell Off meetings to assist operations, turnaround, contactor and engineering support in understanding bottlenecks and monitor tasks for turnaround completion

Participate in business planning including, but limited to, cost forecasting, NRM and project planning & scheduling, cost estimating, cost leadership.

Pursue training to improve competencies and work performance.

Requirements:

What we need from you -

Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.

BS in Mechanical Engineering (BS) preferred but will consider other Engineering Disciplines.

Minimum five (5) years of experience in industrial machinery/mechanical equipment and/or other process plant equipment.

Basic Project Management Skills.

Understanding of plant operations and equipment (heat exchangers, pumps, compressors, distillation columns, furnaces, tanks, cooling water towers, etc.).

Ability to read and interpret Process & Instrumentation Diagrams (P&IDs), Piping Isometric, and Fabrication/Construction Drawings.

Ability to use Root Cause Analysis (RCA) and Causal Reasoning to identify root cause.

Ability to apply basic principles of process safety, personal safety, and ergonomics in engineering designs.

Ability to identify and apply applicable engineering standards and practices.

Knowledge of common types of valves, pipe, pipe fittings, joints, metallurgy, materials and their appropriate application in petrochemical equipment.
