Position Purpose

What’s the role –

The Capital Projects Portfolio Coordinator is a member of the Norco Projects & Services Department, reporting to the Project Services Manager, and is accountable for the implementation, facilitation, and continued improvement of Shell’s Capital Projects Portfolio and all related reporting. This position supports the planning, estimating, scheduling, cost control, execution, and final close-out of all Capital Projects at the Norco site, including the data needs of turnarounds and catalyst replacement capital expenditures.

The Capital Projects Portfolio Coordinator will manage yearly data for over $300mln of Capex and Revex spend for the foreseeable future. This role will support the portfolio data needs of Project Engineering, Non Routine Maintenance Capital Projects, Turnaround Planning and Execution, Asset Development, Finance and Norco's Core & Enabling Teams.

This role provides support to a multi-departmental, cross-functional Project Team, monitors the team’s progress against milestones and baselines, identifies gaps, takes action to mitigate gaps and escalates issues to the Project Services Manager, when warranted.

This role also is charged with implementing improvement opportunities within the Project process that are identified to improve Project performance at Norco, such as Power BI implementation.

In addition, all members of the Projects & Services Department are expected to demonstrate a passionate commitment to Safety and the Environment.

Responsibilities & Accountabilities

Responsibilities

Develop and manage the Capital Portfolio and ensure accurate reporting for Projects, Turnarounds, Catalyst, and Pipeline.

Develop and provide monthly reports, such as stakeholder presentations, capital planning reports, and KPI reporting, as well as address any ad-hoc reporting needs.

Develop and maintain Capital Portfolio Power Bi data and reporting.

Provide data for quarterly LE submissions to Finance.

Participate in all meetings related to portfolio management.

Drive communication and alignment between all stakeholders.

Report all Project & Turnaround updates, schedule progress, cost information and risks/opportunities.

Monitor and validate all capital expenditures against official finance reports for Site, Chemicals, Products & Pipeline.

Review, validate, and document approved IP’s and ensure alignment with portfolio.

Accountabilities

Develop and Manage the Capital Projects Portfolio using Microsoft Excel. This position requires expert level Microsoft Excel skills. Enter new projects and turnaround information into the portfolio, update portfolio with data provided by multiple sources throughout the organization, build new reports, worksheets, and tables as required, import/export data to other software platforms, and develop and maintain complex formulas and calculations throughout the portfolio.

Develop and Manage the Capital Projects Database using Microsoft Access. This task requires expert level Microsoft Access skills. Develop and maintain tables, develop, and maintain queries, produce management reports and fulfill information requests, develop and maintain macros to generate specific queries and reports, import/export data across software platforms, maintain database queries, macros, reports, and data on a daily, monthly, and yearly basis.

Update Anaplan and provide quarterly LE information to Finance for LE submissions.

Extract multiple tables for monthly updates, import/export data across software platforms, update Global projects, and perform monthly QA/QC checks to assure alignment.

Prepare Presentation Packages to Key Business Leaders and Senior Management, including, but not limited to -PowerPoint Presentations, Scatter Charts, Graphs, and Waterfall Charts; all of which are driven from the Access Database and Excel Portfolio.

Provide support to Project Services/Cost Team for processes related to monthly closing activities.

Interaction and Support to the Projects and Services Manager, Project Services Manager, Engineering Manager, Construction Manager, Asset Development Manager, Finance Department, Contracting and Procurement Department, and other Key Business Leaders and Organizations at the site.

Communicate effectively across all levels within the organization – local, corporate, and within the Contractor organizations.

Participate and support the Waste Elimination and LEAN process

Key Challenges

Ensure accuracy of Capital Project & Turnaround reporting

Highly demanding and fast-paced job, requiring focus and drive to meet monthly reporting deadlines.

Ability to develop and maintain strong, credible relationships, internal and external, with teams to deliver monthly, quarterly, and year end business results.

Building robust and sustainable processes and guidelines for the Projects & Services organization and support groups.

A Leader in Change Management that can modify or develop systems and processes that will enable team to streamline work processes and develop future leaders in this department.

Skills & Requirements

What we need from you –

Must have legal authorization to work in the US on a full-time basis.

Bachelor’s degree in business, engineering, or related STEM field preferred

Master's degree preferred

Minimum 8-10 years of experience Project Controls in a downstream manufacturing environment with focus on Capital Projects (Engineering & Construction)

Minimum 5 years of experience with large/major capital projects

Expert knowledge of Shell’s Project Process

PMP certification preferred

10 years of experience using GSAP P94 and SAP Magellan

Experience with ERP system conversions

10 years of experience - Project IPA Site Benchmarking and Large Project Pacesetter, Prospective & Close out IPA evaluations.

Minimum 5 years’ experience portfolio management and reporting of REVEX and CAPEX budgets to Key Stakeholders

Experience with managing capital projects portfolio in excess of $5B & 10 year Business Plans

Mandatory Experience with Power BI dashboard integration and development, as well as MS Access Database programming, development, and management

Development and implementation of innovative tools or work processes to manage and control projects (through digitalization and innovation).

Ability to work collaboratively at all levels in the organization and influence across functions

Strong communication skills necessary to interact with staff, key business stakeholders, and senior management

Ability to make sound decisions and execute with support of stakeholders

Effectively participate in cross-functional teams

Possess a highly developed work ethic and strong proven track record as a team-player

Self-starter with demonstrated ability to achieve outstanding results

Ability to multi-task and meet deadlines on short notice
