Job Description:
This Hydrocarbon Allocation Engineer owns the allocation methodology, design and changes to the Hydrocarbon Allocation systems and process. This includes procedures, standards and guidelines for allocation systems across all assets and projects.
The Hydrocarbon Allocation Engineer ensures that all produced, consumed, injected and sold hydrocarbons are allocated to the wells and owners accurately and or per commercial agreements and contracts to decide the distribution of revenue, costs in a complex hydrocarbon evacuation system where the ownership and/or operating responsibility of the system is divided amongst several companies. Collaboratively and proactively works with metering, midstream, commercial and externally with third parties and regulatory body to ensure all production allocation methodology and process meets Shell global standard, regulatory requirements.
Responsibilities
Interfaces with Projects, Development, Operations, Contracts, and Regulatory groups to ensure production allocation is being represented throughout all projects.
Collaborates with internal regulatory and Federal and State regulatory agencies and representatives to promote a balanced fair metering and allocation process.
Actively engages with and contributes to the front-end engineering design of allocation structures during the different phases of ORP.
Responsible for ensuring the production allocation system meets all regulatory requirements, industry standards, and best practices.
Accountable for the design, development and maintenance of an asset’s allocation system.
Design and implementation of data capture and production systems.
Supports Joint Venture, Revenue and Regulatory Audits.
Regularly reviews allocations to ensure that results are within allowable tolerances and leads imbalance investigations
Participates in the development of industry standards and best practices for allocation.
Establishes the support culture with Asset and clearly articulates Hydrocarbon Allocation and Measurement of business objectives

Requirements:
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer
Engineering degree, preferably Process Engineering/Chemical Engineering background
5 Years of Oil &Energy Industry work experience
Hydrocarbon Allocation experience within an oil and gas operation or petrochemical plant
Strong understanding of gas operations, nominations, mismeasurements, allocation and losses in the Oil and Gas Industry
Advanced computer skills preferred (demonstrated proficiency in Excel, PowerPoint and database systems)
Experience with solving complex problems
Experience user of PI/historian or similar
Understanding of hydrocarbon Allocation methods, techniques and associated allocation systems
Strong team player with ability to work under own initiative
Performed work with minimal supervision and work autonomously
Ability to develop code and hydrocarbon Allocation tools.
