What’s the role?
This role supports the goal of the Software Engineering Centre of Expertise, which is to ensure that the IT Engineering organization has what it needs to deliver credible, competitive, and affordable software at a cadence desired by the business. Software Engineering is a professional discipline that covers the entire application development lifecycle and applies to all types of software delivery, including grounds-up code development, integration efforts, and installation of commercial solutions.
This role will be responsible for managing the Software Engineering tools and services portfolio, which is a combination of oversight of a complex federated portfolio and direct management of core tool and services. This role is more technical than typical portfolio management and it requires a solid software engineering background to understand the complexities of the software engineering landscape during a very dynamic time. As any portfolio management role, it also requires good stakeholder management skills.
Besides this, the role will also be a core member of the COE, which is focused on building the skills and practices needed to deliver software professionally, efficiently and effectively. This includes providing tools and services, supporting delivery, development of skills to enable delivery, building a community, coaching the delivery teams on software engineering best practices, ensuring proper use of standards and best practices, and development of supplemental processes necessary for optimal effectiveness. Primary target audience is the Software Engineering department in IT Engineering. There is close collaboration with counterparts in Europe and India, as well as with other functional excellence groups throughout Shell.
Key components of this role include:
Managing the Software Engineering tools portfolio, including maintaining the roadmap for the standard toolset, identifying and filling gaps (together with Architecture), onboarding new tools, coordinating between the different sub-portfolios, and managing the step-out process in case of exceptions.
Being an active member of the COE via establishing an active community of practice in Software Engineering, helping define and embed metrics and assurance processes related to SE excellence, and driving continuous improvement in software engineering practices.
Ability to engage across all aspects of the software lifecycle with detailed-enough knowledge of the tools to provide working examples and training to delivery teams.

Requirements:
What we need from you
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor or Master’s degree in Information Technology, Software Engineering or Computer Science.
Relevant Experience
Minimum of ten (10) years relevant work experience with at least five (5) years in Software Engineering (including business analysis, design, construction and testing), developing complex software.
Experience with portfolio management in large organizations, including coordination with Contracting & Procurement, Information Risk Management, Architecture and Operations.
Experience with Microsoft Azure DevOps, GitHub, industry standard IDEs (e.g. Microsoft Visual Studio), automated testing tooling (e.g. FitNesse, Selenium WebDriver, BrowserStack), and static analysis tooling (e.g. SonarQube).
Experience with high-fidelity agile implementations.
Experience with different development paradigms (e.g. object oriented, functional) and languages. Proven software development skills.
Job Knowledge
Understands and can champion proper use of Software Engineering best practices in requirements, design, construction, testing, and deployment.
Knows the Software Engineering Body of Knowledge (SWEBOK) and is able to explain the role of Software Engineering in the IT processes.
Understands different delivery mechanisms (including grounds-up development and integrating purchased applications), and how that impacts software engineering requirements.
Understands traditional (waterfall) as well as agile life cycles such as Scrum. Understands DevOps concepts, and knows when to apply what.
Skills
Understands the importance of a professional software delivery mindset, and especially the importance of quality and minimization of unintentional rework in the full life cycle of a product.
Able to professionally operate in at least one agile and one traditional life cycle, applying the life cycle mindset and able to coach others on application of principles and practices of the life cycle.
Able to design, plan, and schedule short term assignments including own work and coordinating/overseeing initiatives involving people without direct reporting lines.
Has strong foundations and understands fundamental concepts such as models and methods, problem solving, abstraction, programming fundamentals, design patterns, data structures and algorithms, computer organization, databases and networks, parallel and distributed computing, and secure development.
