Ensures contracts are being fully complied with by both the regulated utilities and the supplier. Ensures contract negotiations, communications and transactions are fully documented. Ensures each coal contract and all shipments are closely monitored for coal quality, quantity and deviations from contract specifications. With direction, manages rail car condition, rail car maintenance contracts, and utilization of the rail car fleet required for the transportation of coal. Ensures sufficient number of rail cars is available in order to minimize transportation costs and avoid penalty payments for transportation of tonnage below contract minimums. Works closely with Legal, power plant management, Generation Services, Fuels Coordinator, Power Supply and others to ensure the correct quality of fuel is purchased for efficient operation, for the price needed to be competitive and for the term that allows the regulated utilities to take advantage of changing market conditions.
