Job Description:
The Process Safety Engineer is a critical position designed to apply technical capabilities towards evaluating potential process hazards and risks and preventing adverse process safety impacts and incidents.
The focus of this technical support position is to carry out critical process safety activities and programs to ensure the safety of our employees and our communities and to help the site achieve world class safety performance. Each Process Safety Engineer provides direct support to a production team and/or projects and leads a work process area.
This role will facilitate / support the following activities:
Achieve skill or mastery level competence with the Process Hazard Analysis (PHA), Risk Assessments, and Management of Change (MOC) work processes, gaining mastery level in one of the processes
Support compliance with Federal, State, and County Process Safety Management (PSM) regulations
Facilitate Site PHA studies, Layers of Protection analysis (LOPA) and other risk studies
Support the Site Management of Change program, including the successful execution of change management and assurance monitoring of MOCs
Become qualified to conduct PHA and LOPA studies and to conduct MOC risk assessments
Provide Process Safety training to the site
Provide support as needed to Incident Investigation
Monitor, track, and report Process Safety Incident data and process metrics
Key role in the education of the site’s personnel on Process Safety Fundamentals and barrier thinking
Audit effectiveness of MOC/PHA/risk assessment recommendations and action items
Share and learn about effective practices by participating with others in similar roles, and by conducting health checks and process effectiveness reviews
Dimensions:
The Process Safety Engineer will report to the Technical Safety Supervisor and will be an integral member of the Safety Department.
This role provides consultation to the line organization and mentoring to less experienced engineers and staff on risk analysis, barrier thinking and PSM standards and requirements.
The Site Safety Team provides advice and support to the site’s technical organizations, operations, and maintenance organizations. In addition, the Process Safety Engineer supports incident investigations, participates in audits, support and assures integrity of the Management of Change Work Process, supports the LFI process, performs risk analysis studies, and leads special initiatives.
By execution of these accountabilities it is expected that the successful candidate will contribute to bringing world class process safety performance to the Martinez refinery.

Requirements:
In this role, the Process Safety Engineer will get an overview of all the refinery units, operations characteristics and issues. Additionally, in this role, risk analysis, causal reasoning, presentation and influencing skills will be further developed and enhanced.
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor of Science in Engineering or other applicable technical degree.
Minimum of five (5) years of industrial experience preferably in refineries or other complex continuous process industries
Experience in process safety programs is required.
Strong engineering skills with exposure to multiple disciplines desired in order to help challenge ideas and designs.
Ability to establish rapport with a team and focus them to analyze the process safety hazards of a unit.
Credibility across entire organization.
Able to influence change and to promote safety programs
Ability to interpret Regulations and Programs and help develop fit for purpose solutions to meet requirements.
Effective communication and influencing of site leadership to address safety weaknesses even when unpopular
Be capable of providing guidance and coaching to engineers in key Process Safety areas.
Periodic travel required for training and meetings
