Purpose:
The Projects Lead Estimator provides strong leadership of the project cost estimating team in a manner that contributes to delivery and maintenance of accurate cost estimates at each stage gate for each project within the portfolio. The Cost Control Lead will also provide assurance on all estimating deliverable in support of site projects with support of the Projects & Services Leadership Team.
Accountabilities/Responsibilities:
The Project Lead Estimator provides strong leadership of the Project Cost Estimating team and in a manner that contributes to delivery and maintenance of accurate Cost Estimates for each project within the portfolio. The Lead Project Cost Estimator reports to the Manger – Project Controls specific accountabilities include:
Act as the Project Estimating Subject Matter Expert for the site. This includes assessment of gaps in NMC’s Estimating processes and practices vs. company standards and best practices. Internal standards include Opportunity Realization Process, NMC’s Manage Capital Projects Work Process, Project Guide 6 – Project Controls, Project Guide 3A – Principles of Capital Cost Estimating, and Project Guide 2 – Owners Cost as well as several associated Project Controls Procedures such as NMC Capital Projects Work Process, Project Guide PG-6 - Project Controls, PG-3A - Principles of Capital Cost Estimating, and PG-2 -Owners Costs as well as several associated Project Controls Procedures.
Translate the identified project scope and engineering deliverables into the estimate of capital, expense, and demolition expenditure costs for design, procurement, construction, installation, commissioning and start-up of the hardware elements (Type-3) with the assistance of Cost Engineering and Financial representatives. Estimate composed of detailed Material Take Offs (MTOs) matched with detailed pricing and construction
Manage Estimating Data- Establish process to collect actual cost performance on recently completed projects, condition and normalize data for future use, develop metrics and benchmarking information. Ensure that the estimating log is updated appropriately
Develop and manage resourcing plan against the Capital Business Plan’s needs
Hiring, on-boarding, and training of new Estimators (contract or direct) in the company standards and site procedures.
Manages and assures the application of the Capital Project Estimation work process including assurance of estimates (in-house or third party) for Norco projects to ensure application of the good estimating practices.
Formulate and validate methodologies for deriving quantities from design parameters. Perform certainty analysis and sensitivities on cost estimates, reflecting analysis of project risks. Manage reviews and audits of cost estimates. Benchmark against historical performance, industry norms and established KPIs.
Assess prospect scope and main components to develop consistent building block estimates (Type-2) for each concept under consideration. Utilize various methods to assess the Technical, Economical, Commercial, Organizational & Political risk of each project to establish appropriate deterministic cost contingency.
Identify areas of uncertainty and apply appropriate allowances.
Development of detailed project cost estimate (Type-4). Incorporation of project actuals to date and detailed MTOs matched with detailed pricing and construction unit hours for “to-go” costs.
Ensure estimates’ alignment with the needs of Planning/Scheduling and Cost Control
Develop Estimate Basis to document how estimate was developed.
Prepare estimates used by Management for purposes of planning, organizing, and scheduling work.
Align data and support efforts to facilitate IPA (Independent Project Analysis) data collection and analysis.
Serve on the APCC (Americas Project Control Committee) to represent Estimating for Norco
Review and challenge of Engineering and Construction contractor’s estimates through-out life cycle but especially during the Execute (Post-FID) phase.
Monitor current material pricing with vendors and fabricators periodically and account for volatile market trends in material and adjust escalation as needed.

Requirements:
Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.
Bachelor’s degree in Engineering, Construction Management or related field is preferred
Certification as a Cost Estimator, Certified Cost Consultant, Certified Cost Engineer, or Certified Cost Technician, through the Association for the Advance of Cost Engineering (preferred)or equivalent is a plus.
Minimum ten (10) years industry experience as estimator for Capital Projects in Petrochemical industry with at least three (3) years of experience in Downstream Manufacturing.
Proficiency in reading mechanical drawings, blueprints, isometrics, P&IDs, etc. is mandatory.
Advanced skills in standard petrochemical Estimating Tools (Experience with Aspen Capital Cost Estimator is an advantage)
Safety Champion – portrays a personal example of excellent safety performance mindset, and commitment.
Excellent analytical, oral and written communication skills
Well versed in Microsoft Office Applications (Excel, Word, Access, Outlook)
