Position Purpose
What’s the role –
The Environmental Engineer provides support in the areas of air, water, and waste compliance and regulatory/environmental reporting activities for the Norco Manufacturing Complex. The role leads reporting efforts for SARA, GPMR, Hazardous and Solid Waste and supports DMR reporting. Additionally, support of various water/waste and air programs is expected.
Accountabilities
Generate SARA 311, 312 (Tier II), and 313 (TRI) reports. This includes collection of data, analysis, and data entry into computer databases as necessary with appropriate overview. Review new and updated MSDS for SARA hazards and maximum storage quantities. Collection of annual source activity, production and purchasing, and pollution prevention data.
Prepare Annual Hazardous Waste and Solid Waste reports, Quarterly Hazardous Waste taxes, as well as supporting documentation.
Assist Water/Waste Coordinator in preparing Monthly Discharge Monitoring reports as well as supporting documentation.
Provide support to the Environmental Manager and the Waste/Water Program Coordinator in the site-level implementation of the 2021 Shell Powering Progress and the Environmental Framework and Respecting Nature elements, including:
Biodiversity (e.g., Nature Based Solutions, Bayou Trepagnier, etc.),
Waste Circularity (e.g., Contractor and Supplier Waste Minimization/Recycling activities, Cority Waste IT Tool implementation, Plastics to Energy Project, etc.), and
Fresh Water Conservation (e.g., Ground Water, Mississippi River Water, etc.).
Provide support to Air Program Coordinators (Refinery and Chemicals) as necessary.
Interface with the site MSDS Coordinator in the collection of new and updated chemicals to maintain environmental material databases.
Serves as focal point and subject matter expert for data collection of Environmental Data for entry into Global Performance Management Reporting (GPMR) and Shell Environmental Reporting System (SERS).
Prepare the Quarterly Critical Reviews for non-environmental GPMR data.
Responsible for implementing critical enhancements in the way the site adheres to the Shell Performance Monitoring and Reporting (PMR) requirements to significantly improve data reporting accuracy and timeliness.
Provide technical review and analysis of environmental data and emissions trends (e.g., Waste, Water, GHG, CO2e, TRI, criteria pollutants, and toxic pollutants) and perform air emissions calculations in support of GPMR compliance. Communicate emission trend data and key messages to the SLT and ELT.
Team member and support to the NMC Recycling Program.
Team member and support to the NEOC (Environmental Unit Team).
Communicate environmental compliance requirements and guidance to operations, projects, and maintenance teams.
Complete management of change (MOC) reviews and participate in SHAs and PSSRs as necessary.
Facilitate investigations of environmental incidents and/or near misses and track actions to completion.
Part of the environmental duty rotation.
ISO-14001 Environmental Management System Focal Point. Maintain environmental management systems (e.g., ISO 14001, HSSE Control Framework, etc.) and identify and implement work process improvements. Assist in organizing site audits both internal and external and follow-up of responses.
ENCI Focal Point - Track, trend, and report environmental non-compliance incidents (ENCIs) per corporate reporting requirements and identify and implement continuous improvement opportunities. This includes initial ENCI applicability determinations per corporate guidance, regular site ENCI scorecard updates as needed, monthly corporate scorecard updates, weekly ENCI reporting to the RVP, weekly site alignment meeting updates, weekly Safety Bayou meetings, and monthly and quarterly GPMR quality assurance reviews of site ENCI data.
Provide support for HSSE & SP Control Framework audits as the SME for PMR, GHG, CO2e, and ODS.
Skills & Requirements
What we need from you –
Must have legal authorization to work in the US on a full-time basis.
BS in engineering or related equivalent.
3 or more years of HSSE and/or Environmental regulatory experience for environmental compliance programs in a refinery or chemical plant
Proven track record of productivity when challenged with multiple projects and priorities.
Strong relationship and leadership skills demonstrating initiative, honesty, integrity, courage, and respect.
