The Deer Park Site contains 24 Distributed Control Systems (DCS) with 10 Honeywell and 14 Emerson DCS’s that provide the basic process control systems for 19 Refinery and 8 Chemicals units dispersed across nine (9) Production Departments. These DCS’s host over 66k I/O installed across the complex. Additionally, Programmable Logic Controllers (PLCs) augment the controls provided by the DCS’s, with 55 installed in the Refinery units and 19 in the Chemical units. Advanced Process Controllers and Real-Time Optimization (RTO) applications provide higher-level advanced controls enabling economic optimization of key parts of the complex.

At Deer Park, the Control Systems Engineer (CSE) is a key position in the Instrumentation and Process Control Department, deployed to support a production area, providing functional leadership, technical support, and strategic planning in the PACO (Process Automation, Control and Optimization) discipline. The CSE enables operations to safely and efficiently control operating units using the process control system tools and equipment including field instrumentation, DCS hardware, base layer controls, complex controls, and Safety Instrumented Systems (SIS's) all in the spirit of maximizing site profitability.

What’s the role?

The unit CSE role is a highly collaborative and dynamic position and successful candidates must be able to work alone and as part of a team. You will interface with maintenance crafts, operators, production support, other discipline personnel, contract engineers, and vendor/manufacturer’s representatives as well as multiple levels of the leadership organization to enable the 24X7 operation of the site.

The CSE is a key member of their assigned Production Team and they are accountable for base layer performance and real-time optimization of their units. The primary role of the CSE is supporting their Production Team to ensure safe, reliability operations by providing day-to-day assurance for PACO equipment, systems, and applications. CSE technical challenges include support of equipment spread over a large geographical area, a mixture of equipment ranging from the oldest to the very newest technologies, real-time closed loop control, supervisory control, advanced control, real-time optimization and safety instrumented functions.

Success in this role is maintaining excellent process safety performance, reducing control and instrument reliability incidents, enforcing engineering standards, improving standardization of equipment and configuration while planning for and reducing obsolescence, and responding to, anticipating, and meeting Operation’s needs. The engineer must thrive in a fast-paced, highly collaborative environment and use prioritization skills to balance urgent short-term work with crucial long-term objectives.

The position provides opportunities to sharpen instrument and analyzer technology and troubleshooting skills with practical field experience. Additionally, the role has growth potential through business case development and presentation opportunities, and capital project work process.

Select responsibilities for the CSE role include:

Focal point for instrumentation and control systems issues for their assigned production team.

Configure and improve the Distributed Control System (DCS) in their units

Perform Proactive Technical Monitoring of the Base Layer Controls assuring reliable and optimized operation

Maintain and develop complex loop operations and associated documentation

Perform assurance activities for installed SIS’s

Active participant in improving the DCS alarming performance for their production team.

Active participant in the Management Of Change (MOC) work process.

Provide input and support for execution of unit Turnarounds

Reliability Centered Maintenance (RCM) participant providing guidance for Preventative Maintenance tasks and participating in RCM studies.

Capital Project consultant for unit PACO changes

Process Control Domain Integrity (PCD-I): must have awareness of the dangers and risks associated with the process control domain and be an active caretaker of the PCD

Process Safety Management (PSM): awareness level for HEMP, PHA, & HSSE-CF and knowledge level of SIS

Skills & Requirements

Required:

Must have legal authorization to work in the US on a full-time basis for anyone other than current employer.

B.S./M.S. Engineering degree in Chemical, Electrical, Control, Mechanical or other relevant engineering branch.

At least three (3) years related experience in process automation, controls and instrumentation experience at a manufacturing facility.

Beneficial skills:

Awareness skill in Control System Engineering experience, preferably with either Honeywell (TDC3000, Experion) or Emerson Delta V DCS.

General instrumentation and process analyzer (QMI) experience

Control theory, applications, and engineering documentation (P&IDs, loop wiring diagrams) and troubleshooting methodology

Knowledge of safety reviews (PHA, HEMP-LOPA, etc.) with participation.

Data analytics and visualization.

Desired demonstrated soft skills include:

Demonstrated analytical and decision-making skills

Multi-faceted troubleshooting skills

Strong organizational and planning skills (able to manage multiple tasks simultaneously)
