Job Purpose:
The Environment Specialist is an environmental professional or engineer with relevant experience in data management, environmental reporting (air, effluent, waste) and management systems. The role will be part of the extended Environment and Compliance (ERC) team supporting the LNG Canada (LNGC) Asset.
The role will work closely with various functions within LNGC including Process Technology, Operations, Maintenance, PACO, Logistics and IMIT teams to ensure quality reporting to regulators, joint venture partners (HSSE CF) and external stakeholders. The environmental specialist will need to grow and evolve with the asset (from the project stage to steady state operations). The key aspect for this role in the first 12-18 months is working collaboratively with the LNGC team supporting development of templates and process flows for collection, QA/QC and submission of data for environmental reporting (PMR, regulatory). The role will also heavily support to develop, implement, maintain, audit, and update the LNG Canada Compliance Management System (CMS) and ISO certified Environmental Management System (EMS). This will include document control, document review and updates, assurance and audit finding management.
Key accountabilities:
Reporting
Responsible for developing a proficient understanding of applicable environmental regulations, authorizations, and Shell HSSE & SP Environment Control Framework to incorporate requirements and changes into applicable reporting processes.
Support development of reporting workflow processes and templates for internal and external reporting (HSSE & SP CF PMR, Regulators, Stakeholders, KPI).
Support GHG reporting, with inputs provided by Process Technology function. Interface with Process Engineering to ensure reporting meets applicable requirements and troubleshoot data anomalies.
Prepare Waste Discharge Authorization (WDA) Reports (air & effluent); which includes pulling data from internal systems, QA/QC data, and complete reporting templates.
Continuous emissions monitoring system (CEMS) reporting, as required by internal QA/QC Manual and applicable authorization.
Support data collection, QA/QC and submission of annual National Pollution Release Inventory report (flaring, fuel gas consumption, combustion emissions, waste disposal).
Environment focal for new chemical review, chemical inventory update, substance volume tracking and CEPA Environmental Emergencies (E2) report submission.
Support ERC and Production team with flare reporting to regulators, as required.
Support HSSE & SP Control Framework environmental reporting (PMR) to Shell.
Support LDAR focal with monitoring and maintenance of LDAR database, classification, reporting, follow up on overdue items, close out of open items, and updating equipment inventory.
Classification of environment incident reports in Sphera and management of associated actions.
Management of environment KPI/Scorecards and distribution of reports.
Internal and external benchmarking activities (including data collection, analysis and reporting).
Management System Maintenance & Reporting
Coordinate environmental management plan (EMP) and procedure review to ensure alignment to external standards and guidelines as well as incorporate audit findings, assurance activities, adaptive management changes, and other continuous improvement initiatives.
Maintenance of environmental management system documents and coordinate review/update per ISO 14001 requirements.
Support development of Compliance Management System (CMS) which will include transition of tasks from Project database (Staketracker) to Asset CMMS (SAP Blueprint). Add new tasks to the CMMS as permits and authorizations are received. Work with task owners to ensure accuracy and timing.
Manage compliance tasks in accordance with the CMS including follow up with task owners and ongoing interface with CMMS team.
Support and coordinate audits and verification of environmental data. Manage audit findings to closure.
Other Activities
Maintain Environmental Critical Element (ECE) database including update from MOC.
Administrate account access for LNGC personnel to regulatory data reporting systems (OGC Kermit/CMIS, ECCC SWIM).
QA/QC invoices and track expenses against Environment budget(s).
No Annual budgets which you directly control but can have influence over department and production area budgets.
Based on the skills and development of the individual identified, this role could expand from support to focal on items currently being delivered by other members of the ERC team.
Being able to effectively provide technical support virtually
Working across time zones (supporting a N American asset)
Understanding the organization structure and interfacing with functional team members across LNGC to optimize information gathering and reporting effectiveness.
Learning Canadian and British Columbia regulations.
Bachelor of Science in Environmental or Engineering field.
5 years of experience in a LNG, petrochemical, refining or power facility.
Experience with environmental reporting such as air, water, waste, biodiversity – ideally in an operations environment.
Knowledge and understanding of LNG processes and utilities as it impacts environmental aspects
Experience with HSSE & SP Control Framework, SERS, Energy Components, Guideware, SAP Blueprint, Power BI, Sphera, MSDSonline, and other information systems.
Experience with Management Systems, ISO 14001 preferred.
Self-starter and an independent worker capable of collaborating in a team environment with an ability to build strong effective relationships with asset production teams while working remotely.
Very organized and strong data management skills.
