The Shell UK Mobility business encompasses a network of over 1100 service stations, including 560 company owned service stations, and serves half a million customers every day. UK Mobility is a significant cash engine and fundamental to the success of the UK DS Performance Unit. UK Mobility has an ambitious growth agenda. One of our ambitions is EV charging to reach 5000 rapid charge points by 2025 and 11,000 by 2030. Successful delivery of this aspiration will require us to grow and transition our network, implement future fuels and maximize value from our existing service stations.

The move towards decarbonisation in the UK external environment is happening more quickly than previously anticipated, driven by society and regulatory legislation. UK Mobility is responding to the new and future B2C & B2B customer needs by accelerating its investment in EV, CR & services. The aim is to service the needs of our customers on-the-go, for their car and for themselves, and to support and grow our loyal customer base through the energy transition.
Engineering Context
Shell partners with an external Engineering, Procurement and Construction Management company (EPCM Company) on the execution of end-to-end construction in mobility sites, including the rollout of EV charging. The Mobility Engineering Manager is the single point of accountability within Shell for the overall capex program delivery in the Market. The Mobility Engineering Manager is a critical position to lead the relationship with the EPCM organisation to deliver the Mobility projects and programs by effective and efficient project management that drives cost, cycle time, construction quality, HSSE and Global Design Standards compliance and continuous improvement.
What’s the role?
More specifically, the role is to:
Pro-actively drive the performance of the capex project and program delivery through the Engineering, Procurement and Construction Management Company (EPCM Company) to agreed outcomes, meeting HSSE standards, Global Design Standards, customer needs and Mobility business objectives.
Share long-term capital plans with EPCM Company and strives for continuous improvement in delivery of construction works in terms of cost, quality, and cycle time in line with Shell Retail business strategy and priorities.
Implement construction projects and programs in the Market through EPCM Company.
Drive continuous improvement in the market and share best practices with the Global and Regional Engineering teams
Develop and manage key stakeholder relationships with other Network functions including Network Planning, Real Estate, FM and Soil & Ground Water, Sales & Ops, and other external third parties such as Facility Management Company (FM Company) and pro-actively communicates with them to deliver the capex projects and programs through the EPCM Company in an integrated way and drive E2E value and reduction in Total Cost of Ownership
Drive for timely resolution of issues via EPCM Company and build appropriate urgency.
Work closely with both the EV Destination and Energy Transition Engineers on integration of EV scope into overall construction plans
Accountabilities
This role reports to the Mobility Engineering Manager and is key to Shell achieving its Powering Progress ambitions.
Leads and drives HSSE mindset and compliance such as Goal Zero, Global Control Framework, Contractor Safety Standards, Safety Passport and Life Saving Rules (LSRs) within the EPCM organisation and through them to contractors and sub-contractors. Supports EPCM Company to develop and implement HSSE plans and programs such as Construction Readiness, Local Contractor Safety Council and HSSE Task Force. Drives EPCM Company to design out exposure through the way we work
Leads compliance to the E2E project management system and the mandatory assurance requirements. Sign off critical Control Holdpoints and control the design compliance as Technical Authority Level 3 Business Control.
Owns and manages the strategic relationship with EPCM Company at Market level. Provides leadership to EPCM team in the Market to set a clear direction and priorities on construction programs.
Provides a cohesive and integrated annual Construction program to EPCM Company including high-level scope, timeline.
Reviews with EPCM Company and approves the annual capex plan and phasing of projects/programs prepared by EPCM Company including procurement strategies.
Provides the Scope of Work of each individual project and program.
Chairs Performance Review meetings with EPCM team to review the project/program delivery including spent, milestones, HSSE performance and agree action plans to improve project/program delivery performance. Identifies systemic issues and agree action plans. Ensures timely performance reporting. Escalates unresolved and systemic issues if necessary.
Drives EPCM Company to deliver value improvement targets through innovation, Total Cost of Ownership (TCO) initiatives and other construction & design project
Provides assurance that capex projects are procured at or below market rate via third party benchmarking exercises
Engages Shell Engineering Manager on Scorecard and Commercial performance to understand trends and agree action plan.
Drives EPCM Company for continuous improvement including E2E Cycle Time Reduction, cost effectiveness and management without compromising safety and construction quality
Ensures delivery of budget management, savings and value improvement targets and interface process with Facilities Management and other stakeholders.
Manages interface with key stakeholders in other Network functions, Sales & Ops, Marketing and EPCM team to ensure the cross-business priorities are integrated into EPCM priorities.
Accountable for the EPCM Capex T&R planning and timely reporting of the budget performance metrics.
Accountable for the compliance of documentation and license related to construction activities.
What we need from You
Possesses a minimum of a Technical Bachelor’s Degree qualification
A track record of leading projects and relationship building, plus working with ambiguity, and delivering through adversity is essential.
Able to develop and maintain the strategic relationship with EPCM Company
Able to deliver desired outcomes through the EPCM organisation and strive for improvement opportunities.
Strong stakeholder engagement to drive E2E value
Experienced HSSE delivery responsibility
Preference for experience in technical assurance
Experience in Contract Management Plan management
