Summary Serves as a Supervisory Aerospace Engineer with the R u0026amp; D Subteam. The incumbent will apply knowledge and experience in aircraft electrical, structural, systems and propulsion aspects needed to conduct research, development, and testing (RDu0026amp;T) in agency aircraft. Responsibilities Plans, manages, coordinates, supervises, and approves all engineering activities related to the preparation of aircraft for the installation of systems requiring airborne and/or ground test, including data recording and support equipment. Serves as a consultant, advisor, and an authority on technical and operational aspects of the full range of engineering activities related to flight operations. Provides highly skilled and versatile personnel who support RDu0026amp;T by developing aircraft configurations for complex and continually changing projects/programs that support the National Airspace System. Supervises and approves the design and installation of experimental and general-purpose airborne systems and equipment. Advises users of possible difficulties involved or to be avoided and actively participates in the resolution of problem areas. Manages and monitors a continuous program to ensure the safety of all aircraft and installation in conformity with standard practices and applicable regulations. Activities are performed in close liaison and harmony with others within and outside the organization, and coordinates in the repair and modification work done on aircraft locally and at remote locations. Oversees and directs the work of subordinate employees at the organizational unit level. Work includes complex project components and applied experience and comprehensive scientific knowledge of engineering, engineering technology, and aircraft systems to develop new approaches, concepts, and methodologies to solve complex problems. Broad policies and objectives provide general guidance for addressing issues, but allow considerable discretion to develop new and innovative approaches. Draws on experience to solve unusual problems and may create new solutions and policy interpretations, as the situation requires. Provides policy guidance and instruction to others, both internally and externally. Managerial duties include: setting priorities; assigning tasks; monitoring and evaluating performance; coaching and developing employee capabilities; approving leave; and taking or recommending corrective/disciplinary action, as appropriate. Uses assigned budget, staff, and other resources to accomplish project/program objectives. Manages budget and requests additional resources, as needed. Contributes to budget planning process and projects short-term future needs. Applies a comprehensive knowledge of the technical aspects of the work directed, a detailed knowledge of budget, human resource management, and other administrative policies and procedures, and a detailed understanding of the objectives of the organizational unit. Contacts are primarily within the organizational unit/major subdivision with subordinates, peers, and higher level managers to discuss the status of projects/programs and to share information. May represent the FAA to discuss the status of projects/programs and to share information. May also have frequent contact with customers to explain policies, procedures or for other project/program purposes. Communicates results to all levels internally (within an LOB/SO or across LOBs/SOs) and externally. Presents briefings to obtain consensus/approval on policies. Coordinates significant technical matters with representatives of external organizations. Established guidelines, policies, and procedures are typically govern the work. Resolves routine problems independently, but consults with higher-level management when existing guidelines are not available or applicable to complex problems. May be called upon to assist in developing new policies and procedures. Individual and organizational performance is reviewed by higher-level management, often through status reports and organizational performance measures, to ensure timeliness, policy compliance, and alignment with project/program objectives. Requirements Conditions of Employment We are not accepting applications from noncitizens. Qualifications BASIC REQUIREMENTS A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions. 2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. 3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A. 4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive). AND To qualify for this position at the FV-J (FG/GS-14) level, in addition to the Basic Requirements you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes experience with aircraft electrical, structural systems and propulsion aspects needed to conduct research, development, and testing (RDu0026amp;T) in agency aircraft.
