Job Description:
Purpose
The Contracting and Procurement (CP) Lead GTL will be a member of the CP Projects Oman Leadership Team, responsible for CP activities in the GTL Project reporting to the CP Manager, Shell Oman. This involves driving value across project lifecycles, ensuring business delivery focused on project plans, mitigating supply chain risks and supporting achievement of a lower cost base for projects in the venture.
Key Responsibilities:
Establish true partnership and build strong collaborative relationship with internal and external project stakeholders to secure maximum value. Collaborate with:
Internal (Project) stakeholders in the development and execution of robust end to end supply chain strategies driving towards value maximization.
External (Contractor and Shell) stakeholders in securing & maximizing performance levels (e.g. deployment of integrated performance management) required for the venture to meet the necessary cost and volume targets.
Lead the contractual and commercial activities across the supply chain to negotiate and achieve the mandated project objectives with a continuous improvement agenda.
Deliver creative Project Contracting & Procurement strategies, implementing supply chain transformation levers that harness the market to deliver most competitive projects at cost and schedule, with no compromise to safe execution. This includes bringing a strong understanding of local market dynamics and ability to create and execute deals that position the projects competitively.
Provide collaboration and leadership for the GTL project to ensure the supply chains are as competitive as possible, taking market developments and in country value development into account. This includes consolidating demand and identifying synergies across the projects.
Provide leadership and direction for the GTL CP team, including best in class metrics, ‘should cost’ models and external benchmarking to demonstrate project’s supply chain competitiveness.
Be a fully active and respected member of the Project Management Team, accountable for Project CP deliverables.
Proactively identify & understand commercial/procurement needs from internal and external stakeholders and propose competitive solutions. This may involve constructively challenging the Business Demand &/or Procurement Practices to drive value and efficiency.
Lead and drive comprehensive post award contract management and contractor safety management, with robust strategies that protect value, avoid claims and deliver process safety and Goal Zero.
Establish strong connects to the Global Centres of Excellence to ensure bi-directional sharing and leverage of best practices.
Build and maintain a strong network in the market, being fully aware of supplier developments and opportunities.
Ensure the application of the Contracting and Procurement procedures, using commercial judgement, and a simplification mind-set, understanding the difference between non-negotiable compliance elements (Safety, Anti Bribery and Corruption, Anti-Trust, Conflict of Interest, Law) and CP operating practices, while always keeping enterprise business value in focus.
Develop competencies of local venture CP and Contract Holders teams in delivering differentiated strategies and executing top quartile End to End integrated performance management.

Requirements:
Qualification & Delivery
A university degree in engineering, science, quantity surveying, law, economics, business management or any related discipline.
Membership of The Chartered Institute of Purchasing and Supply (CIPS) UK, or International Association of Commercial and Contracting Institute of Supply Management (ISM) US, or national equivalents at a diploma or certified level is an advantage.
At least 15 years’ experience in senior contracting roles on major capital projects in a reputable organization, preferably an Oil & Gas company.
Particular CP experience in GTL, Liquefied Natural Gas (LNG) or Petrochemical projects and EPC type contracts
Proven track record of execution excellence & delivering results in Upstream projects (both during pre-and post-award contract phases).
Proven experience in people competencies development in a multi-national environment
Proven Team management experience is essential, as is the ability to work effectively in a multi-cultural / diverse environment.
Mix of operational experience and leadership with strong preference for experience working in complex and challenging (business) environment
Commercial
Highly tuned commercial acumen with demonstrated ability to develop and deliver value from complex deals.
Proven experience in driving a supply chain transformation agenda with knowledge and application of supply chain cost reduction levers and best practices
Proven experience in executing competitive sourcing approach for mega project (incl. complex tender evaluations, Mega project contract negotiations & end to end integrated performance management, etc.)
Hands on skills in Development and management, Invitation to Tenders, analysis and negotiating of Mega project contracts, with strong knowledge of strategic, technical, legal, finance, tax and commercial issues in contracts
Detailed knowledge and application of effective Post award contract management and contractor safety management
Knowledge of leveraging and implementing In Country Value in sourcing strategies and contract management approaches.
