Capability Center Manager ensures the Capability Centers and Centers of Excellence remain cost neutral and provide world class technology services to application development and enhancement projects for both applications and infrastructure services. They are involved in Shaping and executing the Delivery resource and portfolio planning for the suite of technical services provided and ensure that cost recovery mechanisms support cost neutrality and long-term sustainability. They are accountable to build and sustain the capability for Future of Shell and evolving technical and business needs.
Key accountabilities of Capability Center Manager (CCM) [Business Analysis - Others]
• Identify the required scale of the resources, securing them and assigning them to individual projects, ensuring our best resources work on our most challenging projects. It is expected active recruitment of talent is needed as well. Key interface towards the ITM's / Program Managers within all lines of business to meet the demands
• Prioritize and allocate resources. Manage utilization.
• Ensure enough skilled and experienced IT resources are available to deliver [Add specific capability / skillsets required]
• Create the optimum mix of internal and external resources and the desired geographical balance between the IT Hubs and other business proximate locations. Accountable to ensure we insource key CCM roles with Shell staff.
• Line and functional management of the resource pool within the capability center, particularly focusing on talent development, staff planning and LoB intimacy
• Perform all aspects of staff management GPAs, IDPs, management of succession talent pipeline to ensure the next generation of leaders are being identified, coached and mentored - and all other associated line management responsibilities
• Defining the sourcing strategy and executing with one of the agreed suppliers in collaboration with the Delivery Managers, Product Line Managers, and Product Managers in Business Interface team and key stakeholders – including feedback and performance management.
• Ensure cost recovery through optimized resource planning.
• Drive implementation efficiency and effectiveness across the pilots and future projects to minimize cost, increase speed of implementation and maximize value delivery.
o Implement a standard delivery model that focuses on the adoption of standard processes and the creation of value from them.
o Pro-actively identify AND propagate common, reusable approaches across implementations (e.g. change management, process adoption and exploitation) ensuring these reflect the approaches and best practices of other Functional Excellence groups.
o Define and maintain standards, methodologies, tools and knowledge repositories along with contributing to functional excellence in terms of standards, methods and tools.
o Ensure lessons learned from market service implementations are identified, applied and acted upon.
Reskilling based on supply/demand for respective Capability Center as applicable.
Accountable for driving continuous improvement, life-cycle/portfolio management, and stable operations in all IT applications that underpin business-critical processes with end to end ownership of the portfolio capability.
Special Challenges:
• Build strong partnership and delivery model structure with each of the businesses.
• Proven ability to handle broad set of IT Delivery, Support, Architecture and Strategy leaders and stakeholder.
• Professional and personal development of the Shell staff in the CCM is key. This requires a strong visible leader who can inspire the staff and the broader team.
• Right size the resourcing in the CCM with the core roles/skills needed, the project demand and operational/improve demand.
• Strong awareness and experience in managing the risks around complex change projects (e.g. integration, data, change)
• Ability to lead and drive business simplification journeys – in partnership with the business interface team
• Execute the Market Standard Unless strategy for this portfolio
• Ability to manage complex integration scenarios and interfaces between on premise and cloud systems - also with legacy systems
Dimensions:
• Typical Experience: 20 years in IT with 12 years of IT Leadership and Capability Development Experience / Program Delivery Expertise
• Between 9 -12 Direct Reports of primarily CC leads and Senior BA/ Technical Experts and Consultants
• Overall team size between 150 – 200 staff.
• Typical Job Grade of Supervisor/Manager: JGA or higher

Skills & Requirements:
• A 4-year degree in IT or a related field and 10 years of Leadership and Management Expertise
. Experience Leading Large Communities of practices and developing capability centers
• Delivery Value & management experience.
. Technical Leadership to drive Innovation and digital transformation
• Demonstrated learning agility in ambiguous and unfamiliar situations
• Very strong stakeholder management skills, including coaching senior stakeholders, managing governance bodies, and creating executive-level communications
• Advanced skills in business cases, financial management, and strategic thinking
