Job Description:
Rashpetco/Burullus is a Joint Venture (JV) company operating one of Egypt’s largest gas fields. The JV is the operator of the WDDM (West Delta Deep Marine) Field, which includes offshore wells/platforms and the 2.3 BCFD gas treatment plant located at Idku (Egypt North Coast). WDDM production supplying gas to the National Grid for internal use, and to the adjacent “Egypt LNG” plant for LNG export. Shell is a major partner in both Rashpetco and ELNG.
The current WDDM field and facilities is currently producing around 500 MMSCFD of gas & approx. 10,000 BPD of condensate. It also processes 3rd party gas from adjacent fields, and as such has a privileged position to support Egypt’s strategy to become a gas hub in the Mediterranean region. In order to manage field decline, Rashpetco is currently commencing the Phase X development. It has also embarked on an ambitious exploration effort, currently drilling it deepest ever well.
WHAT’S THE ROLE?
The position is responsible for all facilities projects from post DG3 or equivalent including FEED, detail design, procurement, fabrication, construction, commissioning and handover assurances function at Rashpetco/Burullus sites, covering both WDDM upstream gas processing facilities at Idku and 1 offshore platforms.
The challenges in the Lead Project Engineer position are wide ranging requiring a combination of Tendering and Procurement Process, Construction Management, Commissioning Management and Project Management skills. The position must also have extensive experience in managing procurement from requisition through to delivery including FAT, vendor documentation management, progress monitoring and dispute resolution.
DIMENSIONS
The Lead Project Engineer position offers a wide range of technical challenges covering brownfield and greenfield work in Onshore and Offshore Projects.
The portfolio of projects is broad and the Lead Project Engineer must be competent in the delivery of a diverse range of brownfield modifications across assets in parallel. The position requires proven capability to deliver projects across disciplines at all stages of development in greenfield and brownfields environment.
PURPOSE AND ACCOUNTABILITIES
Deliver projects safely, with no harm to people and no damage to the environment
Ensure all projects are delivered on time and budget during execution phase inclusive of detail design, procurement, fabrication, construction and commissioning.
Ensure full integration of all functions including permits and approvals required to deliver projects
Lead the development of any partner agreements and manage relationships with all external stakeholders
Provide leadership and support for Senior Management and Engineers in the Projects Dept.
Provide leadership and support in developing the Projects department Annual Budget and Latest Estimate.
Continue driving projects reporting and performance meetings
Ensure & continue implementing the fit for purpose Project Management Framework
Measure and initiate performance improvements for execution of projects.
Ensure requirements for successful handover are met including OR&A deliverables.
Day to day management of Project Engineers and ensure work distributed evenly and in accordance with competencies.
Develop and maintain a strong business relationship with the relevant internal and external stakeholders including strategic contractors.
Manage risks in conformance with Shell project and risk management processes
TECHNICAL SKILLS:
Demonstrable experience in Execution in combination with a broad exposure to all aspects of Project Engineering required. Brownfields and subsea experience is essential.
OTHER SKILLS:
Experience of working in a non-Shell operated Joint Venture.
Experience working with reimbursable engineering service contracts.
Experience in Engineering deliverables required for successful construction work planning and execution.
High level of achievement and cooperative work ethic essential for success.
Team player and ability to work out the system to achieve projects goals
WHAT WE NEED FROM YOU
BSc, BEng or equivalent in Mechanical or Chemical Engineering.
A minimum 20 years’ experience in Facilities Engineering, Project Engineering, Onshore & Offshore Construction and ultimately Project Management.
Familiarity with all Project phases is mandatory as is an understanding of commissioning and project handover requirements.
The Lead Project Engineer must have demonstrable experience in working in diverse environments and cultures. The position will be responsible for the development and coaching of local talent. Some Middle East experience is beneficial but diverse cultural experience is preferred.
This position offers the opportunity to develop leadership qualities in a sensitive multi-cultural environment. It allows broadening of skills and involvement in managing interfaces with sub-surface and operations departments.
SPA Level 2 or equivalent would be preferable.
Must be computer literate and proficient in MS office applications (word, power point, excel, …etc)
Fluency in Arabic will be a distinct advantage
It would also be desirable if you have Professional accreditation (Chartership or PE or PMP).
