Position Information
The primary purpose of this position is to supervise several teams within the Compliance Services Branch and also serve as the statewide technical resource person for public water system compliance and maximum contaminant level (MCL) tracking and resolution.

Primary duties of the position include:
Employee is responsible for organization of the work groups and in setting the goals of the work groups to ensure that compliance with the state and federal drinking water quality standards is achieved and that timely and appropriate enforcement actions are taken. The work supervised is very technical and complex with a wide variety of responsibilities and assignments. The work of the unit typically involves many variables and dependent factors which are inter-related and must often be considered on a case-by-case basis.

Employee also serves as the senior program and technical expert who handles the most complex and unusual contamination problems faced by water systems. The position is responsible for the detailing monitoring data, compliance data, and enforcement data for identification of issues and trends that need additional management and engineering attention. Evaluations and decisions are made based on technology, policy, and theory and sometimes with little actual performance data.

Employee is a resource person for Section staff and senior level management and provides training and instruction for Section staff. Principal areas of responsibility include evaluation of technological, policy, and statistical and analytical data for insight and applicability in North Carolina. Technical assistance is provided to water system owners, operators, consulting engineers, vendors, and other regulatory agencies including state and federal (Safe Drinking Water Act and Revisions, G.S. 130A and Rules Governing Public Water Systems, NCAC-Title 15A, Subchapter 18C).

Employee serves as senior technical expert for policy and regulatory development with respect to water contamination resolution. Employee is the Branch’s lead coordinator with EPA concerning database maintenance, reporting, and compliance issues. This employee is also the lead person handling “robocalls” to remind water systems of their upcoming compliance deadlines.
A successful candidate in this position will have knowledge and experience with the management and/or operation of public water supply systems and in treatment and testing of drinking water; and knowledge and experience with state and federal regulations as they relate to public water supply systems and other miscellaneous water quality issues.

The Division comprises six Sections: Water Quality Regional Operations; Water Sciences; Public Water Supply; Water Quality Permitting; Groundwater, Animal and Coal Ash Operations; and Water Planning. To qualify for this position, applicants must document on the application that they possess ALL

Demonstrated experience in the management and/or operation of drinking water or public water supply systems.
Documented experience in treating and/or testing drinking water or public water supply systems.
Working knowledge of federal or state laws, regulations, and/or policies related to drinking water, public water supply systems, or water quality issues.
Documented experience inspecting or reviewing projects/programs for compliance, performance, and/or developing goals.
Demonstrated experience in communicating info to water system owners, consulting engineers, vendors, local officials, the public, or other regulatory state or federal agencies.
Documented experience in managing and/or providing training or instruction to staff.
Valid driver's license.
Management Preference:
Prefer Engineer Intern (EI) or Professional Engineer (PE).
Occasional overnight travel.
Minimum Education and Experience Requirements
Bachelor’s degree in an applicable field of engineering from an appropriately accredited institution and two (2) years of progressively responsible experience; or an equivalent combination of education and experience.
